We’ve planned on having all 16 in Elsweyr, and khajiit kids of several subspecies too. Most of them will only be able to speak Ta’agra, though. Senche will be rideable by the player in addition of being able to serve as regular followers!
We are still working on implementing all those lovely cat people in, since a single artist is in charge of modeling everything. But have (t-posing) Senche and Senche-raht models and their saddles (note, the colors are temporary, more patterns will be added) by Munnin_Crow, as well as some kids by yours truely.
